As Director of Programs at Rodel, Kelsey leads work to strengthen and diversify Delaware’s educator workforce and advance educational equity for students, educators, and communities. Through Rodel’s Amplifying Educator Impact priority, she designs and implements local and statewide initiatives in educator workforce development, teacher leadership, strategic staffing, and early literacy. Her approach is built on human-centered, cross-sector partnerships that place the expertise and experience of people in schools at the center of the work.

Kelsey joined Rodel in 2020 and has served as Research Associate, Policy and Program Specialist, Program Officer, and Associate Director. A former fourth-grade teacher in the School District of Philadelphia, she is committed to equity and student success and believes the best solutions are co-designed with schools and educators so that all students thrive.

Kelsey holds a Master of Public Administration and a Bachelor of Arts in public policy from the University of Delaware, as well as a Master of Science in Education from the University of Pennsylvania.
